The first annual CIBER/Dept of Commerce National Forum on Trade Policy, entitled Exploring Federal/State Cooperation” took place in Chapel Hill, NC from Dec. 10-12. The forum brought 149 state delegations, U.S. trade representatives, industry executives and others to explore ways to counter the nation’s massive job losses in manufacturing and develop more effective trade policies.

UNC Kenan-Flagler finance professor Robert A. Connolly led a tutorial on the organization and mechanics of trade policymaking. Panels followed which focused on issues of global competition and trade, state-level responses to changing competitive conditions and federal-state interactions to promote trade. The forum culminated in break - out sessions that generated recommendations for action.
